Confirm the market and economic-operator responsibilities
For Great Britain, current government guidance covers the use of UKCA and continued recognition of CE marking across relevant product regulations, including machinery. Northern Ireland and the European Economic Area have different arrangements. Record the destination, manufacturer, importer or distributor responsibilities and the conformity route before the order and technical file are finalised.
Check the supplied technical and user documentation
The project file should identify the machinery, intended use, limitations, applicable legislation or standards, declaration, instructions, drawings and safety information. Verify that instructions are available in English and that the machine identification and declaration match the equipment supplied. Options and line modifications must be reflected in the final documentation rather than left as informal additions.
Assess the complete packaging line, not isolated machines
A bagger, feeder, platform, conveyor, coder, checkweigher, reject unit and case packer can each be individually supplied yet create new hazards at the interfaces. Review transfer points, stored energy, access for clearing faults, unexpected restart, emergency-stop coverage, control-system interaction and safe isolation across the assembled line.
Plan guarding, access and intervention tasks
Forming, sealing and cutting areas can present trapping, crushing, cutting and hot-surface hazards. Product feed and conveyors add further access points. Define normal operation, reel change, product refill, cleaning, adjustment, jam clearance and maintenance tasks, then provide safeguards and safe procedures that do not encourage bypassing.
Apply PUWER duties after installation
HSE guidance explains that work equipment must be suitable, maintained, inspected where necessary and used by trained people with appropriate protective measures and controls. The employer or person controlling the equipment should complete the site assessment, training, inspection and maintenance arrangements before production begins.
Control modifications through the machine life
A new filler, larger forming set, changed guard, faster recipe, remote connection or downstream machine can alter risk and conformity responsibilities. Use formal change control: describe the modification, assess hazards, update drawings and software records, validate safeguards, update instructions and train affected people before release.
