Treat product safety, legally required information, pack integrity, accepted dose range, safe access and any essential pack format as non-negotiable. Output, automation level and optional features can then be compared within those boundaries. Writing the priorities in this order prevents an attractive speed or price from masking a proposal that cannot produce the required saleable pack.
Classify each feature by the risk it controls and the work it removes. A must-have is needed to produce, inspect or handle the pack safely; an option improves convenience, data or future capacity. Record whether an option can be added later and what interfaces are required now, so deferring it does not force a major redesign.
The proposals must use the same product and film assumptions, bag range, dosing tolerance, accepted output, line equipment, utilities, guarding boundary, documentation, trial method and support scope. Where one supplier proposes a different technology, compare the resulting pack and process obligations rather than forcing unlike machines into a single headline specification.
Reopen the shortlist when the trial reveals a controlling condition that the original brief missed, such as a different dosing method, longer seal time, larger forming path, extra dust control, revised film or a downstream constraint. The purpose of the trial is to remove uncertainty; it should be allowed to change the selected architecture before the order is fixed.
